Livigno used to be such a hard place to live and raise a family. Way back in the 1800s, Italy gave special tax breaks to Livigno residents so that they would continue to live and work there. Secretly, however, they were also kept there to keep an eye on the boarders in case of the intrusion of the neighbouring countries.
